Notice of Completion:
Master Plan for Water Supply for the City of Kingston Urban Area Class Environmental Assessment (Completed to the End of Phase 1 and Phase 2)
Details:
Utilities Kingston has completed a Master Plan Study that has identified works required to meet the water supply needs of the City of Kingston urban area. The Master Plan study area and planning horizon were based primarily on the preferred growth scenario and projections identified in the City of Kingston's Urban Growth Strategy — Final Report (July 2004).

The intent of the Master Plan was to provide an inter-related study of the Kingston West, Kingston Central, and Kingston East water treatment and supply systems/facilities and an assessment of the City's water supply requirements. Utilities Kingston wished to optimize existing system resources and to identify works and modifications that would provide a cohesive water treatment and distribution plan.

The study was undertaken in accordance with the Master Planning requirements of a Schedule B project under the Municipal Class Environmental Assessment, June 2000.

The Problem Statement, the alternatives being considered and the evaluation criteria were presented at two Public Information Centres and letters forwarded to all interested parties and governing authorities. Based on the evaluation of the four alternatives, the preferred solution was the interconnection of the two existing, independent water supply and distribution systems, expanding the Kingston West WTP, maintaining the functional capacity of the Kingston Central WPP and providing required infrastructure in the water distribution system.

Copies of the Master Plan Study are available for review, for a 30-day comment period, at the following locations: Utilities Kingston Offices, 1211 John Counter Blvd. (rear entrance off of Lappan's Lane), Kingston Frontenac Public Library Branches: Central (130 Johnson), Isabel Turner (Cataraqui Town Centre), Pittsburgh Library (Gore Rd.) and at the Clerk's Office.
