Addendum to the Great Cataraqui River Utilities Crossing Project Municipal Class Environmental Assessment.

BACKGROUND

A Schedule B Municipal Class Environmental Assessment was completed for a new water main and sewage force main crossing of the Great Cataraqui River in July 2001. As a result of investigations undertaken since that time it was determined that dredged material cannot be stored on the east shore as originally envisioned, and that an off-site temporary dewatering facility would be required.

Five sites were examined in detail with land located west of the City's snow disposal site, north of Hwy 401 and west of Perth Road (Division Street) and known as the Knox Farm, identified as the preferred location. Council approved use of Knox Farm for that purpose in January 2003, and authorized Utilities Kingston to pursue the necessary approvals. As an off-site disposal facility was not included within the original class Environmental Assessment, an addendum to the EA is required.
