Utilities Kingston has initiated a Class Environmental Assessment (EA) update in preparation for upgrades being made to the Ravensview water pollution control plant. Officials say that the updated environmental study report will take into account changes in the City's growth, available secondary treatment technologies, and regulatory changes since 1992 when the last environmental assessment was completed. A public open house designed to answer questions, comments or concerns will be held on Wednesday, November 26 from 4:00 p.m. - 7:00 p.m. at the Kingston Public Library.

Recent growth and the capture and transmission of flows previously bypassed are rapidly consuming the available hydraulic capacity of the Ravensview water pollution control plant.

The effluent quality at the plant is approaching the limits permissible within the Certificate of Approval. A comprehensive performance evaluation was completed in 2002 to determine methods to address this problem in the immediate term. The resulting improvements ensured that the effluent quality met the treatment requirements; however, dissolved contaminants continue to approach the prescribed limits.

These effects create the need to upgrade the Ravensview plant to provide for additional hydraulic capacity and to improve the effluent quality by constructing secondary biological treatment. The Class EA Update will review the various alternatives and identify a preferred alternative to upgrade the plant. The merit of planning for the possible future implementation of a septage receiving facility at the Ravensview Plant will also be considered.

On Wednesday, November 26, 2003 a public information centre will be set up at the Kingston public library (Central branch), 130 Johnson Street, Kingston, from 4:00 p.m. to 7:00 p.m. Utilities Kingston and their consultants will be on hand to discuss the issues and concerns with the public.

Input and comments are invited, for incorporation into the planning of this project, and will be received until December 10, 2003. Subject to comments received and receipt of necessary approvals, Utilities Kingston intends to proceed with the planning, design, and construction of this project over the next several years. This project is being planned under Schedule C of the Municipal Class Environmental Assessment.
