To open a Utilities Kingston Residential Account and arrange for new service, complete this form. When finished, click the "Submit" button located at the bottom of the form.

You must select a business day – Monday to Friday – that is at least five business days from today. Important Notice: Please verify that the date you have selected does not fall on a Saturday, Sunday or Holiday. All requests that do not fall on a regular business day will automatically be processed on the last business day prior to the date you requested.

Billing Information
How would you like to receive your Utility Bill?
Visit the ePost website for details on setting up your ePost account. You will also be required to provide the last 8 digits of your SEQ-ID which will appear on the top right corner of your first bill.
Are you interested in the Equal Payment Plan (EPP)?
Please contact Customer Service at 613.546.0000 or visit Kingston Hydro for more information. Please note that EPP is set up in June/July only.
Are you interested in Pre-Authorized Payments (PAP)?
Please print and fill out the Pre-Authorized Payment Plan (PAP) Application.

License Agreement
To get things started, we need to access your meter(s). If we cannot access your meter, for example if you are not home and your meter is located inside, please make sure you have arranged for someone who is at least 18 years old to meet the service technician so that he/she may read your meter. If you are not sure whether your meter is accessible, please call our Customer Service Centre at 613-546-0000.

A Security Deposit may be required on your account by Utilities Kingston. You will be notified by e-mail or telephone if a deposit is required when we process your application

Additionally, for a service that is currently “OFF”, the service technician will re-enable your meter only if you or your representative is present for access. It will be your responsibility to turn on the main power switch after we have re-enabled the meter.
