Class Environmental Assessment (EA)
Improvements to Crerar Boulevard Sewage Lift Station
Notice Of Class EA Addendum Public Information Centre

Details:

Utilities Kingston is planning improvements to the Crerar Boulevard Sewage Lift Station. The improvements will provide for additional pumping capacity and stand-by generation capacity, and will correct existing deficiencies in the heating and ventilation systems, electrical systems and controls.

Crerar Boulevard Sewage Lift Station is located at the southerly terminus of Crerar Boulevard in Kingston West. It was constructed in the early 1960’s and last upgraded in 1995. Theoretical peak flows for the existing service area, at full build-out, have been calculated to be 77 Litres per second (L/s) and the existing station is rated at 51 L/s. The Class EA recommended that the existing pumps be upgraded or replaced with larger units to accommodate all future flows (timing as required). Upgrading the stand-by generation capacity within the existing structure, to accommodate the larger pumps, was also recommended.

Due to noise issues with installing a new larger generator within the existing structure, the project is being revised and alternative planning solutions to address this issue were developed and evaluated using technical, environmental and economic criteria including:

  • Do nothing
  • Upgrade Existing Standby Generator in Existing Building
  • Install a new generator in an outdoor enclosure adjacent to the station
  • Connect the Pumping Station to a Dual Electrical Feed
  • Install Portable Generator
  • Use Alternative Power (Wind / Solar)

This project is being undertaken in accordance with the procedures set out in the Municipal Class Environmental Assessment, June 2000, as amended in 2007. The Municipal Class EA applies to municipal infrastructure projects including roads, water and wastewater projects. Public and agency consultation is a crucial component of the Class EA process. Subject to comments received as a result of this Public Information Centre (PIC). Reconstruction of Crerar Boulevard Sewage Lift Station is scheduled to be completed before year end.

A Public Information Centre will be held on Thursday, July 31, 2008 from 7 p.m. to 8 p.m. at the Centre 70 Arena located at 100 Days Rd. (corner of Front Road and Days Road).

This PIC will provide interested members of the public and stakeholders the opportunity to meet with municipal staff and the municipalities’ consultant to review the concepts being considered as viable solutions to provide sustainability for the wastewater system in your community.
