Expansion of the Point Pleasant (Kingston West) Water Treatment Plant Schedule C Class Environmental Assessment
Utilities Kingston has initiated a Class Environmental Assessment (EA) to expand the treatment capacity at the Point Pleasant Water Treatment Plant (WTP) (Kingston
West WTP) in order to implement the June, 2007 Master Plan for Water Supply for the City of Kingston Urban Area. This Master Plan identified works required to
meet existing and future demand increases within the urban area of Kingston caused by population growth. The Master Plan EA determined that the expansion of the
Point Pleasant WTP is of high priority. The purpose of this EA study is to identify the preferred strategy for meeting future water treatment needs at the WTP.
The Point Pleasant WTP, located at 80 Sunny Acres Road, supplies water to the Kingston water distribution system west service area, and currently has a rated
capacity of 45.5 megaliters per day (ML/d). This EA study will examine alternative strategies for an increase in the functional capacity of the WTP to 80 ML/d
by the year 2012 in order to accommodate demand.
The
study is being conducted in accordance with the requirements of a Schedule C project under the Municipal Class Environmental Assessment (October 2000, as
amended in 2007). The Class EA process involves identification of treatment capacity requirements, assessment of alternative optimization and expansion
strategies, development of a recommended conceptual design, and extensive consultation with agencies and the public. The alternative strategies will be
evaluated to ensure the preferred solution minimizes impacts on the natural and social/cultural environment while optimizing capital and operating investments.
Public and agency consultation is a key element of the Class EA process, and input will be sought throughout the study.
A Public Information Centre (PIC) will be held at Portsmouth Olympic Harbour Press Lounge from 4:00 to 7:00 p.m. Wednesday, January 30, 2008, to allow the
public to meet the project team, discuss the study objectives and to receive comments and input.
